COVID-19 Equity Initiatives (Hawks 4 Health)

At the onset of the COVID-19 endemic, before vaccines or rapid testing were available, Qiu served as Program Coordinator for community response initiatives in Lawrence, Kansas. In partnership with the Douglas County Health Department, the Lawrence Public Library, and local social services, these efforts expanded testing access and built longer-term pathways to healthcare and housing stability.

COVID-19 Testing & Outreach (2020–2021)

Organized biweekly testing events during the early stages of the pandemic, when reliable access to tests was scarce. In collaboration with the Douglas County Health Department’s RADx-Up Grant, coordinated logistics and volunteer support to provide over 800 tests across the University of Kansas campus and Lawrence community, ensuring equitable access to public health resources at a critical time.

Marketplace Insurance Enrollment (2021-2023)

Recruited, trained, and supervised Certified Application Counselors (CACs) to help community members navigate Federal Marketplace Insurance enrollment. Conducted in partnership with the Lawrence Public Library and local social services, this initiative increased access to affordable healthcare coverage and reduced barriers for underserved populations.

Housing & Utility Subsidy Assistance (2021-2023)

As a Certified Application Counselor, assisted Lawrence residents with rental and utility subsidy applications during a period of heightened economic vulnerability. Working alongside the Lawrence Public Library and community partners, streamlined the application process to help individuals and families secure housing stability and essential financial relief.
